In our study, we looked for answers to the question of the reasons for this reluctance to undertake training using data on employees in six European Union countries. The key finding from our analysis is that training is more likely to be undertaken by people who have undertaken training in the recent past. In other words, training is undertaken by people with a learning mindset, while inactive people remain inactive. To increase participation in training, organizations should create a work environment that supports upskilling while eliminating individual and structural barriers.
